The Resource Utilization Groups version III Plus (RUG-III Plus) methodology is used in the Continuing Care Reporting System (CCRS). It assigns continuing care assessments to Resource Utilization Groups using RAI-MDS 2.0 assessment data and appropriate Case Mix Index (CMI) values.

CIHI has released specifications for the RUG-III Plus case-mix system to licensed CCRS vendors, for use by organizations that are interested in implementing it. If interested, please work with your vendor to ensure the new methodology is incorporated into your systems.

Elements included:

  • SAS code and detailed flowcharts for the RUG-III Plus logic (PDF format for the flowcharts, PDF and text formats for the code)
  • Test data as a comma-separated value (CSV) file
  • The RUG-III Plus CMI values (PDF and CSV formats)

There are a few items to note about the RUG-III Plus:

  • Implementing RUG-III Plus is not mandatory for Canadian residential care organizations.
  • The RUG-III (44-group) and RUG-III (34-group) case-mix systems will not change. The RUG-III (44-group) and RUG-III (34-group) grouping methodologies and CMI values provided in 2017–2018 will apply in 2018–2019.
  • Existing case-mix CCRS eReports using the RUG-III (44-group) and RUG-III (34-group) case-mix systems will continue to be produced per the usual process.
  • If you have questions regarding residential care funding, please get in touch with your ministry of health or health authority. CIHI does not determine how residential care is funded in each health system.
